PSA Results Confusion

Question:

My PSA has fluctuated over the years:

11/99 is 1.1

12/01 is 1.3

11/02 is 2.0

7/04 is 2.4

10/06 is 1.93

4/07 is 1.50

6/08 is 2.47

My Free PSA in 6/08 is .60 with the FPSA/TPSA at .240. Are these fluctations cause for concern or a biopsy? Please provide input. Thanks
